The Neve Shaanan neighborhood, around the old central bus station of Tel-Aviv, is the poorest in the city; migrant workers from many countries and elderly residents live there.
Two men detonated their charges a few seconds apart, in the middle of the street, in the early evening. Most of the people killed were foreign workers with no connection to the conflict; dozens of others were wounded.
This attack brought to light, in Israel, the situation of this invisible population, whom the State subsequently recognized as victims of terrorism on the same terms as its own nationals.
