La deuxième loi juive hongroise rompt avec toute la tradition juridique du pays en définissant le Juif par l'ascendance et non par la religion : un converti, et même l'enfant d'un converti, y retombe. Elle ramène la part juive des professions libérales à une fraction minime, fixe des quotas aux entreprises, retire le droit de vote à la grande majorité des intéressés et exclut de la fonction publique. La Hongrie n'agissait pas sous la contrainte allemande — elle légiférait de son propre mouvement, un an avant d'entrer dans l'orbite du Reich, et son parlement adopta le texte à une large majorité. La loi frappa d'un coup une population qui comptait pour une part considérable des médecins, des avocats et des journalistes du pays, et dont les familles y étaient installées depuis des siècles. Les mesures suivantes, jusqu'aux bataillons de travail forcé, s'appuieront sur la définition qu'elle avait posée.
