the first Jewish law caps the presence of Jews in the professions and trade

The law promulgated on May 29, 1938, known as the First Jewish Law, capped the proportion of Jews in the liberal professions, the press, the theater, and commerce, and required businesses to reduce their Jewish staff to below that ceiling. It still defined its subjects by religion, which distinguished it from German legislation, but it broke with the civic equality won since Hungarian emancipation.

Tens of thousands of families lost their livelihoods within a matter of months. The following year, a second law tightened the provisions and adopted a criterion of descent; a third prohibited mixed marriages. Hungary, the first country to legislate after the Great War, was again the first in the Europe of the eve of the next war.
