law XXV establishes a university numerus clausus, the first anti-Jewish law of post-war Europe

Law XXV, passed on 22 September 1920, limits the proportion of Jewish students admitted to Hungarian universities to their share of the general population. It is the first antisemitic law adopted in Europe after the Great War, and it inaugurates the Horthy regime in the wake of the White Terror that had already struck provincial communities.

Formally presented as an equitable distribution of places among "races and nationalities," the law targets a population that emancipation had led in large numbers toward the liberal professions. Thousands of young people leave to study in Vienna, Prague, or Italy. Relaxed under pressure from the League of Nations, it would be tightened a generation later by the Jewish laws of the late 1930s.
