Les professions libérales furent les dernières à tomber, parce qu'elles étaient les plus difficiles à remplacer. En Allemagne, les médecins juifs perdirent leur titre à l'automne : ils ne furent pas radiés mais rétrogradés en « soignants », autorisés à traiter des patients juifs seulement, et tenus d'apposer sur leur porte une plaque le signalant. Les avocats subirent quelques semaines plus tard le même traitement, leur inscription au barreau étant annulée et un petit nombre d'entre eux étant maintenus comme « conseillers » des seuls Juifs. La mesure n'inventait rien : elle achevait un processus ouvert cinq ans plus tôt par la loi sur le rétablissement de la fonction publique, qui avait déjà écarté la majorité d'entre eux. Sa portée est ailleurs — elle retire à une population les métiers qui lui auraient permis, une fois à l'étranger, de recommencer, et elle le fait au moment précis où l'émigration devient une nécessité.
