Le décret sur la déclaration des biens juifs marque le passage de l'exclusion à la spoliation. Tout Juif du Reich dut déclarer à l'administration, pièce par pièce, l'ensemble de ce qu'il possédait au-delà de cinq mille marks : immeubles, comptes, titres, parts d'entreprise, objets de valeur. La mesure fut présentée comme un recensement fiscal, et elle en avait la forme ; elle produisit en réalité un inventaire exhaustif, nominatif et vérifié, du patrimoine d'une population. Les décrets de l'année suivante, qui imposèrent la vente forcée des entreprises puis le dépôt obligatoire des valeurs mobilières, n'eurent plus qu'à s'appuyer dessus. C'est l'un des rares cas où l'on peut dater précisément le moment où une administration cesse de chercher ce qu'elle veut prendre et sait déjà où il se trouve.
