On the twelfth day of November, the day after Kristallnacht, an "expiatory fine" of one billion marks was imposed on the Jewish community of Germany, held responsible for the destruction it had suffered. It was simultaneously excluded from economic life.
The reversal was complete: the victims paid for the damages, and the insurance compensation owed to them was seized by the State. The meeting held that day under the chairmanship of Göring furthermore decided the elimination of Jews from all commerce and all trades. This was the moment when persecution ceased to be a policy of exclusion and became an enterprise of organized spoliation.
