On the seventh day of April, the law on the restoration of the civil service excluded Jews from the administration, from teaching, and from the judiciary.
This is the first text of legal persecution in Germany, and it establishes the method: not the riot, but the law; not expulsion, but the progressive exclusion from professional life. The text initially makes exceptions for veterans, at the request of President Hindenburg — exceptions that would be removed a few years later, once the principle had been established.
