Kovel, ville de Volhynie, possédait une ancienne communauté juive attestée depuis le XVIe siècle. Carrefour ferroviaire important, la ville était animée par un commerce juif actif et des institutions culturelles. Lors de la Shoah, la communauté fut massacrée lors d'opérations nazies en 1942.
