The Netanya shopping center, adjacent to the central bus station, is the commercial hub of a seaside city whose proximity to the Green Line has made it particularly vulnerable. The bomb exploded at the entrance, in front of the bag-check post.
Netanya had already been struck several times before, including the Pessah seder attack that had triggered a large-scale military operation. The attack came after the Israeli withdrawal from the Gaza Strip and during a ceasefire then in effect, making it a political signal as much as a deadly act: it led to a resumption of operations in the West Bank and the end of the lull.
