The decree of July 21, 1970 transfers to the Libyan state the entirety of property belonging to the Jews of Libya — houses, businesses, land, accounts, synagogues, and cemeteries — in exchange for fifteen-year Treasury bonds that would never be honored. It comes to complete a series of dispossessions begun with the postwar pogroms and continued after the Six-Day War.

There was almost no one left to dispossess: the community, one of the oldest in the Mediterranean, attested in Tripoli and Cyrene since Antiquity, had already fled in waves toward Israel and Italy. The decree transforms into legal spoliation an exile already accomplished, and juridically erases a presence of more than two millennia.
