Italian racial laws extended to the colony, Jews expelled from public service and schools, their businesses placed under trusteeship

La Libye italienne comptait la communauté juive la plus nombreuse d'Afrique du Nord après celles du Maroc et de l'Algérie, et elle avait été traitée avec des égards par l'administration coloniale, qui voyait en elle un relais. Les lois raciales adoptées à Rome furent étendues à la colonie par décret : les Juifs furent chassés de la fonction publique et des écoles, leurs entreprises placées sous tutelle, leurs titres retirés. Le gouverneur Italo Balbo s'y opposa longtemps, jugeant la mesure contraire aux intérêts de la colonie, et en retarda l'application sur plusieurs points ; sa mort mit fin à ces réserves. À Tripoli, la mesure la plus lourde pour la vie quotidienne fut l'obligation d'ouvrir boutique le samedi, dont le refus valut la flagellation publique à des commerçants. La communauté perdit en deux ans ce que trois générations avaient construit, avant que la guerre n'amène les camps.
