the Goga-Cuza decree subjects Jews to citizenship review; one third of them lose it
The decree of January 22, 1938, issued by the Goga-Cuza government, subjects the citizenship of Romania's Jews to review. Each person must produce, within a short deadline and before often hostile local administrations, documents attesting that their ancestors resided in the country before its unification. Approximately one third of the Jewish population loses it.
Having become stateless in their country of birth, those affected lose with their citizenship the right to practice a profession, to own property, and sometimes to reside. The government falls after six weeks, but the decree is not repealed: it will serve as the legal basis for the measures of exclusion and, later, for the deportations to Transnistria.
