Czernowitz was a city of German-speaking culture where the Jewish community made up nearly half the population and an essential part of its intellectual life. Mayor Traian Popovici obtained permits allowing a portion of the inhabitants to remain, saving several thousand people — one of the rare cases where a local Axis authority opposed the deportations and prevailed.
