The Congress of Berlin had made recognition of Romanian independence conditional upon civil equality for all its inhabitants regardless of religion. The revision of Article 7 of the Constitution, adopted in 1879, gives this a derisory application: naturalization ceases to be reserved for Christians, but it must henceforth be voted on by Parliament on a case-by-case basis, individual by individual.

The naturalizations actually granted in the following decades can be counted on the fingers of one hand. An entire population, born in Romania and having no other homeland, remains legally foreign in its own country, without political rights, excluded from professions reserved for nationals and, as such, without recourse.
