In Minsk, the crowd gathered in the station square was mown down by troops, who opened fire on a meeting convened to celebrate the Manifesto.

Here it is not a mob that strikes but the army itself, on the governor's orders. The episode blurs the boundary between pogrom and repression, and it is this blurring that defines the Russian autumn: the State tolerates some and shoots others itself, leaving the victims unable to tell the difference.
