The Presentation: We, the undersigned, teachers at the Midrash school, are heads of large families; undoubtedly, your excellencies can imagine the extent of our poor condition and what we and our families endure in misery and hardship, as we show you that our monthly salaries range between two and four dinars. However, whatever our situation, we were not requesting in this petition of ours an increase to these meager salaries, but rather there is a matter more bitter and calamitous, which is the non-payment of our salaries for several months. What would be the condition of an employee with such a salary amount who receives nothing from it during all those long months? How can he be able to live, and consequently, how can he perform his duties as desired? Various debts have accumulated upon us, and we have reached a state that the pen fails to describe. Therefore, we raise our plea for mercy and our cry for help to your high position, hoping to save us from this ordeal of ours, or rather to save families suffering from the hardship and bitterness of life beyond what humans can bear, by instructing the headmaster of our school to pay us a portion of our salaries mentioned below. Therefore, our committee finds that fairness calls us all to support the teachers of the Midrash schools and deems it necessary to add one Dinar as an additional allowance for each employee in the Midrash due to the low and meager nature of their salaries on one hand, and the small cost-of-living allowances paid to them on the other hand. As it equals approximately half of the cost-of-living allowances paid to school employees, we therefore request you to mediate with the Corporal Council to grant the Midrash schools fund eight hundred Dinars instead of the four hundred Dinars estimated in the current year's budget attached to our letter referred to above, so that we can include the Midrash employees in the same additional allowances that your respected committee found necessary to add for the teachers. As for the teachers, we dismissed some of them who were not fit for teaching and appointed others from among holders of secondary and intermediate certificates. We borrowed a teacher from the Menashi Saleh school for a period of years, after the approval of the respected Schools Committee, for his skill in the principles of teaching children. Curriculum and Level of Study ⟦line⟧ We have established a special curriculum for the Midrash of Sciences and Languages which the student studies after reaching a certain level in the study of religion and the Holy Bible, whereby a student graduating from the Midrash can enroll in the fourth primary grade of our schools if he wishes; otherwise, we would have saved him from the prevailing illiteracy should he wish to work in one of the free professions. Also, His Eminence the Head of the Community visited the Midrash many times, including on May 21, year 945, accompanied by their Eminences the respected members of the Spiritual Council, and they all expressed their admiration for the progress of this institution in all aspects in terms of management and organization, cleanliness, and the level of study in science and religion. Midrash Endowments and their Renovations Most of the endowments of the Midrash schools are dilapidated to a degree that they are not fit for habitation, and we are carrying out the necessary renovations from time to time to obtain ⟦illegible⟧ revenue in the largest amount ⟦illegible⟧. The endowment revenues in the year 1942 were (1936/938) ⟦illegible⟧ Dinars, while the realized property rents for this year to date are (2850/000) Dinars, bearing in mind that increasing the rent for tenants is very difficult given the existence of the Rent and Lease of Real Estate Law, which does not allow the lessor to increase the property rent. Accumulated Salaries The total claims of the teachers in May 942 were (1898/107) Dinars. Our committee found that the first action it could take to reform the Midrash was to pay these salaries after the approval of the respected Schools Committee to alleviate the distress of these poor people due to the smallness of their salaries, their accumulation, and the lack of their allowances for the high cost of living, especially in these difficult circumstances. Indeed, we have paid these debts gradually until the remaining balance became (437/846) Dinars. I would like to add that we are still serious about raising the level of this institution in all aspects and making it at the level of other schools, with the help of the Almighty, in terms of cleanliness, order, behavior, and sciences, in addition to the religious lessons present in it on a large scale.

تقرير عام عن مدارس المدراش ٩٤٣ - ٩٤٥

تشكلت لجنتنا عام ١٩٤٢ واخذنا على عاتقنا اصلاح مدارس المدراش من كافة الوجوه وفعلا قد قمنا ببعض هذه الاصلاحات وسنقوم باتمامها ان شاء الله .

بناية المدرسة

كانت بناية المدراش الكبير متهدمة غير صحية في حالة يرثى لها وان مفتشي وزارة المعارف وغيرهم قد اشاروا الى غلقها مرات عديدة لما قد تسببه من اضرار واخيرا قررت وزارة المعارف سحب اجازتها وجعلها كتابا بعد ان كانت مدرسة اولية له فقد قمنا بترميم المدراش الكبير وتطبيق ساحته وطرماته وتطبيق اربعة صفوف وتسقيف صفين واجراء بعض الترميمات الاخرى وانشاء درج ثانية بالنظر الى ازدحام التلاميذ لكثرة عددهم وصبغ القسم الاكبر منه . ولما كانت ميزانية المدراش لا تسمح بصرف مبالغ كبيرة تقارب ال ١٢٠٠/٠٠٠ دينار لانشاءات وترميمات كهذه فقد اعتزمت لجنتنا الى جمع قسم من هذه المصاريف عن طريق التبرعات من بعض المحسنين وصرف الباقي من تركة كباي كما هو متفق عليه مع لجنة المدارس المحترمة على صرف المبالغ المقتضية على ترميمات المدراش واوقافه من التركة المذكورة ونبين ادناه مجموع التبرعات في سنة ٤٣ - ٤٤ الدراسية .

كانت حسابات مدارس المدراش مضطربة جدا لدرجة لا يمكن معرفة طلبات وديون صندوق المدراش بالضبط . ولاجله فقد عين محاسبا خاصا لمدارس المدراش مسئولا عن جميع الواردات والمصروفات ولا يمكنه الصرف من دون موافقة هذه اللجنة عدا المصاريف النقدية الجزئية .

B03 · paragraph / arabic كان عدد الصفوف في سنة ١٩٤٢ ل (١٨) صفا في مدراش تلمود توراة وثمانية صفوف في مدراش منداني يحوي الصف الواحد على ما يقارب التسعين تلميذا حسب السجل المدرسي . ولكن الواقع لا نجد في الصف الواحد اكثر من ثلاثين تلميذا له اذ ان اكثر التلاميذ يتغيبون عن المدرسة ويحضرونها متى شاؤا من دون رقابة وعليه فان عددهم كان اسميا فقط واما في الوقت الحاضر فقد اصبح عدد الصفوف (١٤) صفا في مدراش تلمود توراة و (١٠) صفوف في مدراش منداني بمعدل (٧٠) تلميذا في كل صف ويجري تفتيش يومي بالتأخيرات والغيابات ويعد الطالب تاركا للمدرسة متى تغيب عن المدرسة مدة غير مقبولة من دون عذر شرعي . وبالنظر الى تقدم مدارس المدراش من كافة الوجوه فقد اصبحت الطلبات للدخول الى المدراش كثيرة جدا ولاجله فقد اضطررنا الى فتح صفين اضافيين في كل من المدراشين تبرع بكلفتهما بعض المحسنين وبذلك يكون مجموع الصفوف في المدراشين في الوقت الحاضر (٢٨) صفا بينما كان المجموع في السابق (٢٦) صفا . وما زلنا نلاقي مشاكل عديدة في ابتداء كل سنة عند التسجيل لكثرة الطلبات للدخول الى مدارس المدراش .

( 2 ) Number of Classes and Students ⟦line⟧ The number of classes in the year 1942 was (18) classes in Midrash Talmud Torah and eight classes in Midrash Mandani. One class contained approximately ninety students according to the school register. But in reality, we do not find in one class more than thirty students, as most students are absent from school and attend it whenever they wish without supervision. Therefore, their number was nominal only. As for the present time, the number of classes has become (14) classes in Midrash Talmud Torah and (10) classes in Midrash Mandani, with an average of (70) students in each class. Daily inspections of delays and absences are conducted, and a student is considered to have left the school if they are absent for an unacceptable period without a legitimate excuse. In view of the progress of the Midrash schools in all respects, the applications for entry to the Midrash have become very numerous, and for this reason we were forced to open two additional classes in each of the two Midrashes, the cost of which was donated by some benefactors. Thus, the total number of classes in the two Midrashes at the present time is (28) classes, while the total previously was (26) classes. We still encounter many problems at the beginning of each year during registration due to the large number of applications for entry to the Midrash schools. Assisting Students ⟦line⟧ Our committee collects donations from some benefactors every year to purchase suits, shirts, or dishdashas and other clothing and distribute them to the students of the two Midrashes. It can be said that we distribute approximately (⟦...⟧) pieces of clothing to the students in a single year. Student Health and Hygiene ⟦line⟧ Since we took upon ourselves the management of the Midrash schools, we have requested the doctor of the two Midrashes to take care of the health of the Midrash students and give them the necessary medicines when required, and to combat diseases that may spread, such as typhus, typhoid, smallpox, and scabies and others, through vaccination or medicine. Also, in each of the two Midrashes, there is a permanent nurse who treats the students' eyes upon the doctor's recommendation, knowing that most of them suffer from eye diseases, especially trachoma. Because they are all from the poor class, we have requested all teachers to observe the cleanliness of the students and guide them on the necessity of taking care of their health, in addition to the presence of a special teacher who supervises the cleanliness of all students in general.

I have the honour to acknowledge receipt of your Excellency's letter of yesterdays date, requesting that permits be issued to the relatives of Jewish prisoners enabling them to convey bread azyme to the prisoners during the eight Paschal days of Easter, and regret to say that if the bread is intended for prisoners who are condemned to long terms of imprisonment the prison regulations do not, as yet, <del>⟦permit⟧</del> allow persons from outside a prison communicating in anyway with the prisoners.

If, however, your Excellency's letter refers to prisoners not already cond⟦e⟧mned, who may be under detention in the guard room, it might be possible to arrange for these to receive the Bread.

It is to be regretted that the matter did not come before my notice at an earlier date.

If a list of the prisoners referred to is sent to me it will be possible to say under what conditions they are detained, but to avoid delay I venture to add that if the bread is sent to the office I will arrange for its distribution.

اشارة الى كتابكم المؤرخ ٢١ / ٢ / ٩٤٣ بعد المداولة في اقتراحكم تبين ان لجنتكم لم تتمكن من التثبت من صحة الديون التي للمعلمين على المدراش فبالنظر لهذه الحقيقة لم تجد اللجنة ان بالامكان ان نعتبر كافة هذه الديون بمثابة ديون حية واجبة الدفع حالا وعليه قررت اللجنة في اجتماعها المنعقد في ٧ / ٤ / ٩٤٣ قبول اقتراحكم في اعتبار الديون المتكونة من ١ تشرين الاول ٩٤٠ الى نهاية ايلول ٩٤٢ فقط ديونا حية تدفع للدائنين نقدا اما الديون المتراكمة في نهاية ايلول ٩٤٠ فقد قررت اللجنة اعتبارها ديون نصف حية يجري ايفاؤها الى الدائنين باقساط شهرية قدرها ربع راتب المعلم الدائن على الا يقل القسط عن دينار واحد في الشهر يدفع بصرف النظر عما اذا كان الدائن لا يزال معلما في المدراش ام ترك الوظيفة برغبته او بنتيجة الاستغناء عن خدماته .

ان دفع الديون الحية الى الدائنين متوقف على قبولهم بهذا التقسيط بدون قيد وشرط اما الاقساط فيباشر بدفعها في اخر كل شهر اعتبارا من اول نيسان ٩٤٣ هذا على ان يستثنى من هذه التسوية الدائنين الحاخام حسقيل زلوف وناحوم معلم الياهو باعتبار ان ديونهما الجسيمة تدعو الى الشك في كيفية تراكمها .

In view of this fact, the committee did not find it possible to consider all these debts as active debts payable immediately. Therefore, the committee decided in its meeting held on 7/4/943 to accept your proposal to consider debts accrued from 1 October 940 until the end of September 942 only as active debts to be paid to the creditors in cash. As for the debts accumulated at the end of September 940, the committee decided to consider them semi-active debts to be fulfilled to the creditors in monthly installments amounting to one-quarter of the creditor teacher's salary, provided that the installment is not less than one dinar per month, to be paid regardless of whether the creditor is still a teacher in the Midrash or has left the job by choice or as a result of dispensing with his services. The payment of active debts to creditors is contingent upon their acceptance of this installment plan without reservation or condition. As for the installments, payment shall commence at the end of each month starting from the first of April 943, provided that the creditors Rabbi Heskel Zeloof and Nahum Moallem Eliyahu are excluded from this settlement, as their substantial debts invite doubt as to how they accumulated. Enclosed is a check on the Ottoman Bank for the amount of 941.588 dinars dated 9 April 943, a loan from our committee to settle the active debts referred to above, provided that it is repaid to this committee in two equal installments: the first installment in the year 47/948 and the second 48/949. ⟦illegible⟧ The President A copy to the Honorable Secular Council with a request to take a decision to deduct this debt from the Midrash allocations for the two years mentioned above which are paid from the community fund, and to provide us with a copy for the records.
