B04 · paragraph / arabic الموضوع - الشيخ رشيد والشيخ كريم اباعبيده . بالاشارة الى الفقرة الخامسة من كتابنا المرقم س/١٩٧ والمؤرخ ١٥ / ٣ / ١٩٣٢ . كنا قد عرضنا بانه بناء على الشكايات والاشتباهات الواقعة من قبل القائد الايراني في الحدود قد جلبنا الشيخ رشيد والشيخ كريم اباعبيده الى السليماني واوعزنا اليهم بالاقامة في السليماني حين صدور امر آخر . ان المومى اليهما قد اقاما منذ ذلك التاريخ في السليماني كما وان امرأة محمد رشيد بك ابن جعفر سلطان اى ابنة الشيخ رشيد المبعدة من الحدود تقيم معهما في السليماني حسب مرضها ومعالجتها من قبل الطبيب بصورة مستمرة . قدم الشيخ رشيد والشيخ كريم عريضة الى هذه المتصرفية بحثا فيها عن ضيق حالتهما هنا وبقاء املاكهما واراضيهما وبيوتهما بدون احد يدبر شئونها ويهيأ ما يقتضى لزرعها ومراقبتها واسترحما ان يأذن لهما بالعودة الى محلهما حيث بينا بانه ليس لهما اية علاقة مع اولاد جعفر سلطان وانهما قدما تعهدا الى قائمقامية حلبجه بان لا تكون لهما رابطة وعلاقة معهم . قد ارسلت العريضة الى قائمقام قضاء حلبجه طالبا منه ابداء رأيه حول العريضة فاجابني القائمقام المومى اليه بانه لا يرى مانعا ومحذورا في عودتهما الى محلهما الا ان الموظف الايراني في الحدود كان قد اشتبه بهما وبمصطفى بك ابن جعفر سلطان وقد انقطعت - شكايات الموظف المومى اليه منذ اقامة هذين الشخصين ومصطفى بك في السليماني وانه لا يعلم ما اذا يعود الى الشكايات حينما عاد الشيخ رشيد والشيخ كريم الى محلهما . اننا نؤيد ما ذكره القائمقام بشأنهما ونرى ان معظم اولاد جعفر سلطان قد سلموا انفسهم الى الحكومة ومن المتوقع ان يسلم الآخرون انفسهم . وفضلا عن ذلك اننا نعلم ان الوقت الحالي هو الوقت التي يقوم الملاكون والزراع والفلاحون بتهيئة لوازم الزراعة وتدبير شئون الاملاك والاراضي واذا لم يقم احدهم بتدبير الشئون المذكورة في هذا الوقت فسيبقون بدون محصول خلال السنة . الامر الذي يخل بمصالح هذين الشخصين واجحاف بحقوقهما . وعليه اننا نقترح ان يأذن لهما للعودة الى محلهما وابقاء التعهد المعطى من قبلهما ومراقبتهما من قبل ادارة القضاء . وان مصطفى بك ابن جعفر سلطان فاننا نبقيه في السليماني الى حين انتهاء هذه المسائل لتعلقه القريب باولاد جعفر سلطان مباشرة . ارجو التفضل باعلامنا عن امر وزارتكم بهذا الشأن .

With reference to paragraph five of our letter No. S/197 dated 15 / 3 / 1932. We had presented that based on the complaints and suspicions raised by the Iranian commander at the border, we brought Sheikh Rashid and Sheikh Karim Aba Obeida to Sulaymaniyah and instructed them to reside in Sulaymaniyah until further notice. The aforementioned individuals have resided in Sulaymaniyah since that date, and the wife of Muhammad Rashid Beg son of Jaafar Sultan, i.e., the daughter of Sheikh Rashid who was removed from the border, is residing with them in Sulaymaniyah due to her illness and continuous treatment by the doctor. Sheikh Rashid and Sheikh Karim submitted a petition to this Mutasarrifate in which they discussed their difficult situation here and the fact that their properties, lands, and houses remain without anyone to manage their affairs and prepare what is necessary for their cultivation and monitoring, and they requested permission to return to their place, stating that they have no connection with the children of Jaafar Sultan and that they had submitted an undertaking to the Halabja District Office that they would have no link or connection with them. The petition was sent to the District Officer of Halabja, asking him to express his opinion on the petition, and the aforementioned District Officer replied to me that he sees no objection or risk in their return to their place, except that the Iranian official at the border had suspected them and Mustafa Beg son of Jaafar Sultan, and the complaints of the aforementioned official have ceased since these two persons and Mustafa Beg resided in Sulaymaniyah, and that he does not know whether he will return to the complaints when Sheikh Rashid and Sheikh Karim return to their place. We support what the District Officer mentioned regarding them, and we see that most of the children of Jaafar Sultan have surrendered themselves to the government, and it is expected that the others will surrender themselves. Furthermore, we know that the current time is the time when landowners, cultivators, and farmers prepare agricultural supplies and manage the affairs of properties and lands, and if one of them does not manage the mentioned affairs at this time, they will remain without a crop during the year. This matter harms the interests of these two persons and is an infringement on their rights. Therefore, we suggest that they be permitted to return to their place, keeping the undertaking given by them and monitoring them by the district administration. As for Mustafa Beg son of Jaafar Sultan, we will keep him in Sulaymaniyah until these matters are concluded due to his close and direct connection to the children of Jaafar Sultan. س - بينت في دائرة الشرطة ان اخيك محمد رضا بك يسكن مع والدتك في كركوك وليس مع اخوتك الهاربين فما سبب التباين بين كل من افادتيك في الشرطة وامام سعادة متصرف اللواء ؟

لقد ارسلنا المفوض احمد افندي مع مفرزة من الشرطة الى الجانب الايسر من نهر سيروان للقيام باجراء التحقيق والتحري عن الست بيوت الايرانية وترحيلها مع اموالها الى مركز القضاء و من هناك الى مركز اللواء وسوف يتم امر سوقهم الى مركز اللواء حال وصولهم مركز القضاء .

واما فيما يخص الخمس بيوت الباقية لقد نظمت شهادة من قبل رؤساء طاوكوزي وسادات تلك المنطقة تبين انهم عراقيو الاصل ولكنهم كانوا يقومون برحلات شتائية وصيفية كعشيرة الجاف ولهم مزارع في تلك المنطقة ولا يودون الان الرحيل الى المصايف ويرغبون في الاقامة هناك . ارجو اعلامنا المعاملة التي يجب اتخاذها حول الخمس بيوت هذا واقدم بطيه اصل الشهادة المار ذكرها مع رجاء اعادتها الينا بعد الاطلاع عليها .

B05 · paragraph / arabic بالاشارة الى كتابنا المرقم س/١٥٥٢ والمؤرخ ٣١ / ١٢ / ١٩٣١ . افادنا مدير ناحيه بنجوين بان الشيخ مظهر شقيق الشيخ حسام الدين القاطن في الاراضي الايرانية قد دخل ناحيته وصادفه مدير الناحية في قرية (كوره ميو) ولما سئله عن كيفية دخوله ومنحه اجازة من قبل الموظفين الايرانيين في الحدود قد اجابه بانه يحمل وثيقة موقع عليها من قبل السبهبد للجيش الغربي و اعطى الوثيقة الى المدير المومى اليه . نقدم بطيه اصل الوثيقة المذكورة للاطلاع . و افادنا المدير المومى اليه باستماعه بان الحكومة الايرانية كان قد قبضت على ابن اخ الشيخ حسام الدين في مريوان و ان الشيخ المومى اليه قد خابر القائد الايراني في الحدود بشأنه فاجابه القائد بانه قد قبض عليه عن اثر الخطأ و سيعاد اليه مع اناطته منصبا رفيعا . و يظهر مما تقدم ان للشيخ حسام الدين علائق ودية و اخلاص بل و خدمات تجاه الحكومة الايرانية في الحدود . ( ويؤيد هذه الفقرة اى صداقة شيخ حسام الدين مع الايرانيين قائممقام حلبجه ايضا ) . و افادنا المدير المومى اليه ايضا باستماعه بان الحكومة الايرانية قد اسست مخفرين جديدين تجاه حدود ناحيه بنجوين احدهما في كاني دزان ( خارطة بنجوين E/NE 2 المربع ١٨ أ ) والآخر في جمباراو ( نفس الخارطة E/NE 2 المربع ١٧ أ ) ووضعت خمسة انفار في كل من هذين المخفرين ويشاع ان الحكومة الايرانية ستبني بناية لكل من هذين المخفرين . و يروى انه قد وصل مائة جندي الى قلعة مريوان وذلك حوالى ٢٢ / ٣ / ١٩٣٢ فبادرنا بالكيفية للاطلاع .

Memorandum Subject - Sheikh Hussam al-Din's relationship with the Iranian commanders on the border. With reference to our letter No. S/1552 dated 31 / 12 / 1931. The Director of Penjwin Sub-district informed us that Sheikh Mazhar, the brother of Sheikh Hussam al-Din residing in Iranian territory, has entered his sub-district, and the Sub-district Director encountered him in the village of (Kura Mew). When he asked him about how he entered and whether he was granted a permit by the Iranian officials at the border, he answered that he carries a document signed by the Sepahbod of the Western Army and gave the document to the aforementioned Director. We submit herewith the original of the mentioned document for review. The aforementioned Director also informed us of hearing that the Iranian government had arrested the nephew of Sheikh Hussam al-Din in Mariwan, and that the aforementioned Sheikh had contacted the Iranian commander at the border regarding him, and the commander replied that he had been arrested by mistake and would be returned to him while being assigned a high position. It appears from the above that Sheikh Hussam al-Din has friendly relations, loyalty, and even services toward the Iranian government at the border. (The Qaimmaqam of Halabja also confirms this point, i.e., Sheikh Hussam al-Din's friendship with the Iranians). The aforementioned Director also informed us of hearing that the Iranian government has established two new outposts facing the borders of Penjwin Sub-district, one in Kani Dazan (Penjwin Map E/NE 2 Square 18 A) and the other in Jambaraw (same map E/NE 2 Square 17 A), and placed five individuals in each of these two outposts. It is rumored that the Iranian government will build a building for each of these two outposts. It is reported that one hundred soldiers arrived at Mariwan Castle around 22 / 3 / 1932.
