Jewish quarter attacked

The Jewish quarter of Rostov-on-Don was attacked in October.

The city lies outside the Pale of Settlement, and its community resides there only by exception. Yet it is among the hardest hit of the wave. The fact speaks to the worth of administrative categories: the rioter makes no distinction between the first-guild merchant authorized to reside and the tolerated peddler, and the State that had drawn the line does not enforce it in the street.
