In the aftermath of the Polish insurrection, the government of the Russian Empire forbade Jews from acquiring land in the western provinces. The measure was aimed at the Polish nobility, whose landed power it sought to break, but it also struck those who made their living from the management of these estates — tenant farmers, stewards, millers, village innkeepers. Land became permanently inaccessible to them at the very moment when the authorities were reproaching Jews for not being farmers. This is one of the driving forces behind the urban overcrowding of the Pale of Settlement, and one of the reasons why agricultural colonization projects, encouraged elsewhere, found almost no follow-through in these provinces.
