The Statute Concerning the Jews, prepared by a committee charged with examining their "usefulness," prohibits those living in villages from keeping inns, leasing mills or lands, or selling beverages; they are to withdraw to the cities and towns of the Pale of Settlement.
The measure struck a population a significant portion of which made their living from these trades in the countryside of Lithuania, Belarus, and Ukraine, and its application in successive waves drove tens of thousands of families onto the roads toward already overcrowded cities. The same text opened Russian schools to Jewish children — the two faces, coercion and assimilation, of a single policy.
