A decree by Catherine II imposed on the Jews of the Russian Empire a poll tax double that paid by Christian merchants and bourgeois of the same standing. The measure doubled, in the literal sense, what had just confined them to residence in the provinces annexed from Poland: to the prohibition on movement was added the burden of paying twice over simply to remain. Those who wished to leave the Empire were required to pay several years of the tax in advance. The principle of a distinct fiscal regime, established there, was maintained under Paul I and was not abolished until the reign of Nicholas I, when it was replaced by conscription, which cost more.
