the statute of Nicholas I codifies the Pale of Settlement, forbids Jews from residing outside its limits, and restricts their professions

The statute promulgated on 13 April 1835 by Nicholas I codified in the Russian Empire what had until then been merely an accumulation of ukases: the Pale of Settlement was delimited, residence outside its boundaries forbidden save by special dispensation, and access to certain professions and certain cities closed. A subject of the Empire thus found himself confined to a territory defined solely by his religious affiliation.

The text would remain the legal framework of Russian Jewish life until the fall of the autocracy. Everything that followed — numerus clausus, expulsions from rural areas, residence prohibitions — would be written as amendments to this statute, and it was to this statute that jurists would refer whenever an exceptional measure required justification.
