The disappearance of a child, Fedor Emelianov, in the small town of Velij, opened one of the longest ritual murder cases in the Russian Empire. The accusation rested on the testimony of a woman of ill repute, taken up and amplified from interrogation to interrogation. The entire community was implicated: prominent members remained imprisoned for more than ten years, the synagogues of Velij were closed and sealed, and families were scattered. The investigation reached the State Council, which closed the case for lack of any evidence and freed the survivors — without Nicolas Iᵉʳ consenting to set aside on principle the accusation itself, which he considered possible in other cases. The town took a generation to recover from the affair.
