Né en 1830 à Kosiv, fils de R. Chaïm Hager de Kosiv et gendre de R. Israël Friedman de Ruzhyn. Nommé rebbe à 24 ans, il s'installa à Vyzhnytsia et y fonda la cour hassidique de Vizhnitz. Ses enseignements de Torah furent publiés sous le titre Tzemach Tzaddik. Mort en 1884, enterré à Vyzhnytsia.

Rabbin d'abord actif près de Cracovie, il émigre en Allemagne en 1928 et devient rabbin-dayyan à Francfort-sur-le-Main. Décisionnaire réputé, il est l'auteur du recueil de responsa « Menachem Meshiv ». La seconde partie fut imprimée à Francfort en 1938 mais l'édition, entravée par les persécutions nazies, resta inachevée (exemplaire sans page de titre). Il est déporté et assassiné à Auschwitz en 1942.
