Né Rabinowitz à Pereyaslav (Ukraine), il étudie au Conservatoire de Leipzig puis émigre en Palestine en 1924. Éducateur musical, organisateur de chorales et critique musical du quotidien Davar de 1925 à sa mort. Il hébraïse son nom en « Ravina » en 1930 et fonde l'« Institut pour la diffusion de la musique », publiant livres, partitions et monographies.
