Né dans une famille juive alsacienne modeste à Hattstatt (Haut-Rhin), il devient l'un des journalistes de politique étrangère les plus connus de l'entre-deux-guerres, puis député socialiste (Mulhouse, Paris, Castres à partir de 1936) et dirigeant de la SFIO. Il s'implique dans l'accueil des réfugiés du Reich en France (1939-1940).
