Né dans une famille juive russe, il grandit à Moscou puis rejoint sa famille à Berlin après la révolution. Dans les années 1930 il parcourt la Pologne, l'Ukraine, la Roumanie et les pays baltes pour photographier les communautés juives, avant l'émigration aux États-Unis. Son livre A Vanished World (1983) est l'une des documentations photographiques les plus détaillées de la culture juive d'Europe de l'Est avant la Shoah.
