Né à Sydney, mort à Yonkers (New York). Folkloriste réputé (English Fairy Tales, Celtic Fairy Tales, Indian Fairy Tales), il fut aussi historien du judaïsme anglais et statisticien. En 1900 il devint rédacteur réviseur de la Jewish Encyclopedia, coordonnant les contributions de quelque 600 collaborateurs.
