Les Juifs de Budapest avaient échappé à la déportation de la province. En octobre, un coup d'État soutenu par l'Allemagne porte au pouvoir le Parti des Croix fléchées de Ferenc Szálasi, et la capitale devient à son tour un lieu de mise à mort.

Des colonnes sont envoyées à pied vers la frontière autrichienne, pour creuser des fossés antichars ; beaucoup meurent en route. Dans la ville, les miliciens font sortir des gens des maisons marquées d'une étoile et de l'hôpital juif, les conduisent aux quais du Danube, les font se déchausser et les abattent au bord de l'eau. Deux ghettos sont institués, dont l'un dit international, placé sous la protection nominale de légations neutres : c'est là qu'agissent Raoul Wallenberg, Carl Lutz, Giorgio Perlasca et Angelo Rotta, délivrant des passeports de complaisance. La ville est libérée après un siège d'hiver ; les chaussures de fonte posées sur le quai en sont le mémorial.
