Les trois pays occupés d'Europe de l'Ouest sont vidés de leurs Juifs par des convois qui partent de Drancy, de Malines et de Westerbork, à destination d'Auschwitz et de Sobibór. Le dispositif repose partout sur un recensement préalable, un fichier, et l'emploi des polices locales.

En France, la rafle dite du Vélodrome d'Hiver, menée à Paris et en banlieue les seize et dix-sept juillet par la police française seule, marque une rupture : pour la première fois des femmes et des enfants sont arrêtés en masse, et les enfants seront déportés séparément de leurs parents. Aux Pays-Bas, la proportion de la communauté atteinte est la plus forte d'Europe occidentale, effet d'une administration centralisée, d'un fichier de population précis et d'un territoire sans refuge. En Belgique, où l'occupant s'appuie d'abord sur des Juifs étrangers, l'intervention d'une partie de la population et de la résistance — jusqu'à l'attaque du vingtième convoi — limite comparativement l'ampleur des départs.
