A new dahir orders the census of Jewish persons and property, caps access to liberal professions and forbids Jewish children French schools outside the mellah.

A second dahir tightened the exclusion the following year: it ordered the nominal census of persons and property, imposed a ceiling on access to the liberal professions, and forbade Jewish children from attending French schools located outside the Jewish quarter. Declarations of assets were required under penalty of sanctions. This census in Morocco was not an administrative formality: it prepared the dispossession that would follow, by drawing up the list of what there would be to take and from whom to take it.
