Les pogroms de Lwów suivirent la découverte, dans les prisons de la ville, des corps de détenus abattus par le NKVD avant sa fuite : les Allemands, entrés le lendemain, firent porter aux Juifs la responsabilité de ces exécutions et les contraignirent à sortir les cadavres à mains nues, sous les coups, devant la population. Les milices de l'OUN et des habitants se joignirent aux troupes.

Une seconde vague, appelée « journées Petlioura » du nom de l'ataman assassiné à Paris par un Juif dans les années vingt, fut organisée quelques semaines plus tard sur le même prétexte de vengeance. Entre les deux, la ville avait perdu une partie de son élite : les professeurs de l'université, juifs et polonais, furent fusillés sur les collines de Wuleckie. Lwów montre à quel point la première phase de la Shoah à l'Est s'appuya sur la mise en scène d'une revanche.
