The first Ustasha extermination camp was established on Mount Velebit, at Jadovno: detainees were thrown alive into the karst sinkholes of the massif.

The Independent State of Croatia, created under German and Italian protection, put in place its own extermination apparatus targeting Serbs, Jews, and Roma, without waiting for German instruction. Jadovno operated for a few months before being closed, as the zone passed under Italian control; its detainees were transferred to the Jasenovac complex.
