Following the October Manifesto: Odessa (October 18–22, 1905, 400–800), Yekaterinoslav (~95), Kiev, Kishinev, Rostov, Simferopol, Tomsk, Minsk, Orsha, Vitebsk…; Białystok (June 1906, ~80), Siedlce (September 1906, ~26).

La seconde vague suivit immédiatement le Manifeste d'octobre, par lequel le tsar concédait une constitution : dans les jours qui suivirent, des cortèges patriotiques portant les icônes et le portrait impérial se muèrent en expéditions contre les quartiers juifs, tenus pour responsables de la révolution. Odessa fut la plus meurtrière ; Ekaterinoslav, Kiev, Kichinev, Rostov, Simferopol, Tomsk, Minsk, Orcha, Vitebsk suivirent, et les violences se prolongèrent l'année suivante à Białystok puis à Siedlce.

Les Unions du peuple russe — les « Cent-Noirs » — encadrèrent ces expéditions, tandis que la police fournissait les listes et que les presses de la gendarmerie tiraient les tracts. Les groupes d'autodéfense, juifs et socialistes, furent souvent désarmés par la troupe avant l'arrivée des émeutiers. C'est de ces mois que datent l'émigration massive vers l'Amérique, la deuxième *aliya*, et la conviction, chez beaucoup, que l'empire ne se réformerait pas.
