the 'Provisional Regulations' prohibit Jews from settling outside towns and boroughs of the Pale of Settlement
The "Provisional Regulations" of May 3, 1882 were enacted in the Russian Empire following the wave of pogroms of the previous year, and they drew from it a singular conclusion: it is the victims who must be displaced. The text forbids Jews from settling outside the towns and townships of the Pale of Settlement, bars them from purchasing or leasing land, and prohibits commerce on Sundays and Christian holidays.
Provisional in name alone, these regulations would remain in force for more than three decades. They emptied the countryside of its Jewish families, crowded them into small towns, and triggered the mass emigration toward America and Western Europe that would transform the geography of the Jewish world.
