Pope Clement VIII once again expelled the Jews from the Papal States, except from Rome, Ancona, and Avignon.

The bull "Caeca et obdurata" echoed that of his predecessor, which the intervening pontificate had allowed to fall into disuse. The three excepted cities were so for reasons of interest: Rome because its community is the oldest and the popes considered themselves its protectors, Ancona for its trade with the Levant, Avignon because the pontifical territories in France had their own regime.
