The 14A bus line crosses Jerusalem from west to east, from Rehavia toward the city center, during morning rush hours. The explosion occurs when the vehicle is full of students and people heading to work.
Jerusalem's urban bus lines were, during the second Intifada, the most frequent targets of suicide bombings: their ridership, their regularity, and the impossibility of checking each boarding made them unprotected targets. The municipality subsequently deployed armed guards on board and accelerated the tramway project, whose stations would themselves be attacked in the following years.
