A special commissariat is created to implement anti-Jewish measures; it prepares with a German envoy the agreement providing for the deportation of Jews from occupied territories and then from those of the kingdom.
A commissariat for Jewish affairs is established in Bulgaria, endowed with extensive powers over persons and property. It imposes the wearing of the star, curfew, prohibition of telephone and radio, and prepares the lists for deportations. Its commissioner signs the following year with a German envoy an agreement concerning the delivery of Jews from the occupied territories and from Bulgaria proper. The commissariat is the instrument through which Bulgaria organizes its own persecution.
