The Jews of Ventspils, known as Windau, were shot in the surrounding woods, and the city was declared "free of Jews" as early as the summer.
The phrase appears verbatim in the Einsatzgruppen reports, which kept accounts by district and by city. It is this administrative document, produced to report back to Berlin, that made it possible after the war to establish the course of operations — the perpetrators having kept a record of what they were doing.
