Les lois de Nuremberg furent votées par un Reichstag convoqué en session extraordinaire à l'occasion du congrès du parti. La loi sur la citoyenneté du Reich distinguait le « citoyen » du simple « ressortissant » et retirait aux Juifs la citoyenneté allemande ; la loi sur la protection du sang et de l'honneur allemands interdisait les mariages et les relations entre Juifs et « Aryens », ainsi que l'emploi de domestiques allemandes de moins de quarante-cinq ans dans les foyers juifs.

Leur portée tient moins à leur contenu qu'à leur forme : elles firent de l'exclusion un droit, et elles obligèrent l'administration à définir juridiquement qui était juif — ce que firent les décrets d'application, par le compte des grands-parents. Cette définition administrative est celle qui servira, la décennie suivante, à établir les listes de déportation.
