Podol and the suburbs looted, houses and synagogues attacked, police intervening late
On the twenty-sixth and twenty-seventh days of April, the wave reaches Kiev. The Podol, the lower quarter of the city, and the suburbs are ransacked; houses and synagogues are attacked, and the police intervene only belatedly.
The slowness of the authorities is the constant feature of this wave and has been much discussed. Nothing proves that the State organized the pogroms; everything indicates that it allowed them to unfold, seeing in them a safety valve following the assassination of the Tsar. This passivity would have more effect than any deliberate policy could have had: it teaches the rioters that they risk nothing.
