La bulle de Paul IV, quelques semaines après son élection, rompt avec la politique que la papauté avait tenue depuis le Moyen Âge : les Juifs y étaient protégés comme témoins de l'Écriture, tolérés parce qu'inutiles à convertir de force. *Cum nimis absurdum* renverse l'équilibre en le disant dès son titre — il est absurde que ceux que leur faute condamne à la servitude puissent vivre parmi les chrétiens comme leurs égaux.

Elle ordonne, pour Rome et pour les États pontificaux : l'enfermement dans un quartier clos d'une seule entrée, sur la rive gauche du Tibre, en terrain inondable ; le port du signe distinctif, chapeau jaune pour les hommes, voile pour les femmes ; l'interdiction de posséder des biens-fonds, d'employer des chrétiens, d'exercer un métier autre que la fripe et le prêt ; une seule synagogue par ville, les autres démolies ; l'obligation d'assister à des sermons de conversion.

Le ghetto de Rome, ouvert par ce texte, ne fut supprimé qu'avec le pouvoir temporel des papes, trois siècles plus tard.
