الماده : ٢٦ - تكون اجتماعات الهيئة الادارية قانونيه بحضور اكثرية الاعضاء وفي حالة عدم حصول النصاب يؤجل الاجتماع الى موعد آخر يحدد لهذا الغرض على ان يبلغ كافة الاعضاء من قبل السكرتير بالموعد الجديد .

الماده : ٢٧ - اذا لم يحضر عضو الجمعيه الاداريه ثلاث اجتماعات متوالية بدون عذر مشروع فللهيئة الاداريه اصدار القرار اللازم باعتباره مستقيلا ودعوة العضو الاحتياط الذي نال اكثرية الاصوات بعد اصوات الهيئة الاداريه للحلول في العضويه الشاغره .

الماده : ٢٨ - السجلات - تمسك الهيئة الاداريه السجلات الاتيه :- ١ - سجل الاعضاء ويدون فيه اسم كل عضو في الجمعيه وفروعها ومهنته وعمره وجنسيته ومحل اقامته وتاريخ انتمائه للجمعيه ويمسك من قبل - السكرتير . ٢ - سجل القرارات وتدون فيه كافة القرارات التي تصدرها الهيئة العامه والهيئة الاداريه على ان يوقع من قبل اعضاء الهيئة الاداريه ويمسك من قبل السكرتير . ٣ - سجل الحسابات وتدون فيه مدخولات ومصروفات الجمعيه على ان يكون مصدقا من قبل الكاتب العدل ويكون امين الصندوق مسؤولا عن مسكه . سجل الاموال والاثاث وتدون فيه كافة ما يعود للجمعيه من اموال منقولة وغير منقوله ويكون بعهدة مدير الاداره . سجل المراسلات الصادره والوارده ويكون السكرتير مسؤولا عنه .

الماده : ٢٩ - أ - للهيئة الاداريه صفه انضباطيه بالنسبة لاعضاء الجمعيه ولها بموجب هذا الحق اجراء التحقيق مع اي عضو يرتكب مخالفة لنظام الجمعيه او التعليمات الصادره من الهيئة الاداريه او عند ارتكابه اي عمل يسيء الى سمعة الجمعيه او يعرقل اعمالها وبعد الانتهاء من التحقيق لها اصدار العقوبات التالية بحق العضو الذي تثبت عليه المخالفة حسب درجة اهميتها .

١ - لفت النظر ويكون بتوجيه كتاب تحريري الى العضو مباشرة تنبيهه فيه الى عدم تكرار ما بدر منه . ٢ - الانذار ويكون بتوجيه كتاب تحريري الى العضو وينذر بموجبه بتوجيه عقوبة اشد له في حالة تكرار ذلك على ان تعلق نسخة من الكتاب في لوحة الاعلانات . ٣ - الفصل لمدة شهر ٤ - الفصل من عضوية الجمعيه بصورة نهائية وللعضو الذي يعتبر هذه العقوبة شديدة بحقه الاعتراض على قرار الفصل لدى الهيئة العامه في اول اجتماع لها ويكون قرار الهيئة العامه نهائيا بهذا الشأن . ب - تصدر العقوبات المنوه عنها في البنود (١ - ٢ - ٣) باكثرية اصوات الهيئة الاداريه اما العقوبات المنوه عنها في البند (٤) فيجب ان يصدر القرار بها باكثرية ثلثي اصوات الهيئة المذكورة .

الماده : ٣٠ - تطبق احكام قانون الجمعيات في الاحوال التي لم يرد في ذكرها في هذا النظام .

الماده : ٣١ - اذا حلت الجمعيه بصورة اختياريه او قضائيه روعي بشأن تصفية اموالها احكام قانون الجمعيات ويوزع ما تبقى من اموال بنتيجة التصفية على الجمعيات الخيريه في الجمهوريه العراقيه بقرار من مجلس الوزراء اذا كان الحل قضائيا ومن قبل الهيئة العامه اذا كان الحل اختياريا وذلك في نفس الاجتماع الذي يصدر فيه قرار الحل .

Article: 28 - Records - The Administrative Body shall maintain the following records: - 1 - Members' Register: containing the name of every member in the association and its branches, their profession, age, nationality, place of residence, and date of joining the association; it shall be maintained by - the secretary. 2 - Decisions Register: containing all decisions issued by the General Assembly and the Administrative Body, provided it is signed by members of the Administrative Body and maintained by the secretary. 3 - Accounts Register: containing the revenues and expenditures of the association, provided it is certified by the notary public, and the treasurer shall be responsible for its maintenance. Property and Furniture Register: containing all movable and immovable property belonging to the association, and it shall be in the custody of the administrative manager. Incoming and Outgoing Correspondence Register: for which the secretary shall be responsible. Article: 29 - A - The Administrative Body has a disciplinary character regarding association members and has, by virtue of this right, the authority to conduct an investigation with any member who commits a violation of the association's bylaws or instructions issued by the Administrative Body, or when committing any act that damages the association's reputation or obstructs its work. After completing the investigation, it may issue the following penalties against the member whose violation is proven, depending on its degree of importance. 1 - Notice: which shall be by sending a written letter directly to the member warning them not to repeat what occurred. 2 - Warning: which shall be by sending a written letter to the member, by which they are warned that a more severe penalty will be directed at them in case of repetition, provided that a copy of the letter is posted on the notice board. 3 - Suspension for one month. 4 - Final dismissal from the association's membership; the member who considers this penalty to be severe against them has the right to object to the dismissal decision before the General Assembly at its first meeting, and the General Assembly's decision shall be final in this regard. B - Penalties mentioned in items (1 - 2 - 3) shall be issued by a majority vote of the Administrative Body, while the penalties mentioned in item (4) must be issued by a two-thirds majority vote of the aforementioned body. Article: 30 - The provisions of the Associations Law shall apply in cases not mentioned in these bylaws. Article: 31 - If the association is dissolved voluntarily or judicially, the provisions of the Law of Associations regarding the liquidation of its assets shall be observed, and what remains of the assets as a result of liquidation shall be distributed to charitable societies in the Republic of Iraq by a decision of the Council of Ministers if the dissolution is judicial, and by the General Assembly if the dissolution is voluntary, during the same meeting in which the dissolution decision is issued.

بالنظر لصدور قانون الخدمة العسكرية رقم (٦٥) لسنة ١٩٦٩ نرجو الايعاز الى كافة النقابات والجمعيات العمالية بملاحظة ما يلي : -

لا يجوز أنتماء أو أبقاء أي عراقي بعد أكماله التاسعة عشرة من عمره الى أو في أحدى النقابات أو الجمعيات ألا أذا كان قد أنهى الخدمة الألزامية أو خدمة الأحتياط أو كان مستثنى أو مؤجلا أو معفوا منهما كما لا يجوز أبقاء أي مكلف أجلت خدمته الألزامية في النقابات والجمعيات ألا أذا أثبت خلال شهر تموز من كل سنة أن تأجيله من الخدمة لا زال مستمرا .

وعليه نرجو الايعاز بتنفيذ أحكام المادة الحادية والثلاثين من القانون المذكور التي تضمنت ماجاء أعلاه والتشديد على تنفيذ أحكامها حيث أن المادتين السابعة والاربعين والتاسعة والاربعين من نفس القانون تضمنتا عقاب من يخالف أحكام المشار اليها بالأضافة الى أن محاكمة هؤلاء المخالفين ستجرى أمام المحاكم العسكرية في المستقبل .

Accordingly, I went at the appointed time to the association's headquarters on 9/7/968. Accordingly, I went to the association's headquarters at the specified time on 8/21/1969, and after I reviewed the internal bylaws, the register of participants, and the count of those present, I found that a quorum was present to conduct the required election. B05 · paragraph / arabic ١ - الرئيس يكون مسؤولا عن توقيع الصكوك والعقود بعد تنظيمها من قبل المحاسب وتوقيعه عليها ويترأس اجتماعات الهيئة الاداريه ويمثل الجمعية في المعاملات الرسميه مع البنوك والمؤسسات ودوائر الحكومة والجمعيات والانديه وينوب عنه السكرتير في حالة غيابه . ٢ - السكرتير يقوم بوضع منهاج الاجتماعات وتنظيمها وضبط كافة المخابرات والمدولات والاعداد لانتوال الدعوات وتبليغ الاعضاء بالمحاضر والاتصال بالجمعيه . ٣ - امين الصندوق يمسك دفترا يحتوي على الواردات والمصروفات واستحصال بدلات الاشتراك من الاعضاء لقاء وصولات ويجب ان يقدم في نهاية كل شهر تقريرا للهيئة الاداريه عن حالة الجمعية الماليه . ٤ - مدير الاداره يشرف على المباني والقاعات والصفوف وملاحظة النواقص وتنظيم المحاضرات والندوات والحفلات التي تقام في الجمعيه ويقوم باعمال السكرتير عند غيابه .

Article: 16 - The Administrative Board has the right to call the General Assembly to an extraordinary meeting if it deems it necessary. Also, one-quarter of the members who have paid their subscription fees may submit a request to call the Assembly for an extraordinary meeting to discuss certain topics of interest to the association or to dismiss the Administrative Board or some of its members. The Administrative Board must issue the invitation for the General Assembly meeting within fifteen days from the date of receiving the request. In case of its refusal to do so, the applicants have the right to issue the invitation for the meeting themselves. Discussion is not permitted except on the topics for which the General Assembly was called. If the topic concerns the dismissal of the Administrative Board, the dismissal decision must be issued by a majority of two-thirds of the votes. In that case, the General Assembly must meet within one week from the date of the first meeting to elect a new administrative board to complete the remaining term until the date of the next regular meeting. Article: 17 - These bylaws may be amended by a decision issued by the General Assembly at its annual meeting or at an extraordinary meeting, provided that the decision is issued by a two-thirds majority of the votes. Article: 19 - Upon the dissolution of the Administrative Board before the election date, elections for the new board shall be held at that time to complete the remainder of the year. Article: 20 - The Administrative Board consists of seven members. Article: 21 - The Administrative Board meets among itself upon the announcement of the results and elects from among its members a president, a secretary, a director of administration, and a treasurer by secret ballot. Article: 22 - The duties of the Administrative Board shall be as follows: - 1 - The President shall be responsible for signing checks and contracts after they are prepared by the accountant and signed by him. He presides over the meetings of the Administrative Board and represents the association in official transactions with banks, institutions, government departments, associations, and clubs. The Secretary shall act on his behalf in his absence. 2 - The Secretary prepares the agenda for meetings, organizes them, records all correspondence and deliberations, prepares for sending invitations, notifies members of the minutes, and maintains contact with the association. 3 - The Treasurer maintains a ledger containing revenues and expenditures and collects subscription fees from members against receipts. He must submit at the end of each month a report to the Administrative Board on the financial status of the association. 4 - The Director of Administration supervises the buildings, halls, and classrooms, notes deficiencies, and organizes lectures, seminars, and parties held at the association. He performs the duties of the Secretary in his absence. Article: 23 - The Administrative Board may co-opt members whom it deems competent, provided their number does not exceed three, and they do not have the right to vote on decisions. Article: 24 - The Administrative Board may form various subcommittees to achieve the association's goals, provided that these committees submit their recommendations to the Administrative Board to issue decisions related to them.
