Premier Rebbe de la dynastie hassidique de Savran, fils de Rabbi Shimon Shlomo (I), maggid de Savran et disciple du Maggid de Mezeritch. Disciple de son père, de Rabbi Levi Yitzhak de Berditchev et de Rabbi Boruch de Mezhbizh ; il devint après eux rabbin de Berditchev, puis d'Ouman et Kishinev, à la tête de milliers de hassidim.
