As for the remaining amount of 26.811 Dinars, it is still in the community's safe as cash without any entry for it in the books. There are also other similar amounts deposited in the community's safe as a trust under the names listed below. I find it advisable to record these amounts in the accounting books according to the rules. This amount was formed in two stages: 6089.666 for the period from 1-4-951 until 31-8-951, i.e., according to the original Ghabila contract. 1892.000 for the period from 1-9-951 until 29-2-952, i.e., from the date the commitment contract expired. The Ghabila was collected during this period on the basis of a fee of (500 fils) for each slaughtered head, whether Taref or Kosher. ⟦line⟧ 7981.666 ⟦line⟧ 2 — Rental Revenues: The rental revenues of the properties belonging to the Lay Council reached 2976.967 Dinars during the year under review. I have reviewed the property register held by the community secretary and organized by him, and I found it to be of the best arrangement and followed up by the aforementioned with interest. 3 — Revenues of Closed Schools 4652.909 Dinars. This amount consisted of the balances of the schools that were in the Ottoman Bank and from some furniture sales as detailed in Appendix (A). Note: The community leadership transferred the amounts deposited in the Ottoman Bank in the name of the Schools Committee or the various schools to the account of the Lay Council so that the account would be unified, as per the following detail: Fils | Dinar 334 | 7624 | Total amount transferred 985 | 4030 | Recorded in the account page of Closed Schools ... | 2100 | " " " " Shamash School 359 | 1493 | " " " " Frank Iny 3 — Church Revenues 3055.102 Dinars. We had wished to withdraw from practicing our duties, but for fear of the collapse of the community's entity and to preserve its rights, we have remained diligent in our work until the completion of the amendment of the law and the aforementioned regulation, so that others may take over the responsibility that we accepted to bear throughout this period. It appears from a simple comparison of the two budgets that the deficit in the current academic year 952 - 953 is much more than it was in the previous academic year 951-952, keeping in mind that the community's resources did not increase in this year, if they haven't decreased due to the reduction in meat fees. Thus, the total amount spent for this purpose during the fiscal year 51-952 and during the above period is 4983.763 Dinars. Since the remaining persons whose Iraqi citizenship was revoked are prisoners whose sentences end at varying intervals, making it difficult to gather enough people for a full plane, we have worked on arranging their travel individually, after obtaining the approval of the competent authorities. 4 - In view of the failure of the Ozri Dalim Society (Assistance for the Poor and Needy) to provide aid to the poor and needy, this Presidency was forced to arrange weekly and monthly subsidies to be paid to them regularly. Also, the Mosaic female and male prisoners sent numerous petitions to this Presidency, requesting assistance by providing them with necessary subsistence materials weekly, in view of the travel of their relatives outside Iraq and their remaining without a breadwinner. Therefore, the Community administration took the necessary arrangements in a manner that ensures providing them weekly with subsistence materials and also provided them with some clothing. The amount spent for the purpose of aiding the poor and needy, and the subsistence of prisoners, reached 2015.959 Dinars during the above period. 5 - In view of the Ministry of Health placing control over Meir Elias Hospital, and the resulting termination of the services of its employees and workers - the Lay Council decided to transfer the mentioned hospital to a suitable building to be rented for this purpose - the mentioned employees and workers demanded fulfillment of their claims, and the creditors from warehouse owners and others insisted on settling all their debts. Therefore, this Presidency has - until now - fulfilled the greater part of those debts, and the amount it spent for this purpose during the above period reached 6257.748 Dinars. Thus, the amount spent for the purpose of fulfilling the hospital's debts during the period from 1-4-951 to 31-3-953 is (9577.898) Dinars. 6 - The expenditures of the Frank Iny and Shamash schools increased during this academic year 52-953 over what they were in the previous academic year 951-952, and the amount that the Lay Council must assist the two mentioned schools with during the current academic year has become double what it assisted with in the previous academic year, as we previously explained in the introduction to this report. لقد طابقت القوائم الواردة من «المقديش» مع دفاتر نسخ الوصولات المتعلقة بها ووجدتها مطابقة فيما عدا الوصولات التالية التي كانت نسخها ناقصة .

وصل رقم ٥٨٦٤ تاريخ ٢٨-٣-٥٠ - تسلسل كتبه ٤٣٧ - الرسم ٠٠٠ ٦ دنانير وصل رقم ٥٩٠٣ تاريخ ٣٠-٣-٥٠ - تسلسل كتبه ٤٨٠ - الرسم ٠٠٠ ٦ دنانير وصل رقم ٥٩٠٤ تاريخ ٣٠-٣-٥٠ - تسلسل كتبه ٤٨١ الرسم ٥٠٠ ١٠ ديناراً

لقد لاحظت تفاوتاً بين تواريخ القوائم وتواريخ ايداع مبالغها لدى المصرف يتراوح بين الاسبوع والاسبوعين . واني ارى من المستحسن تلافي هذا التأخير .

انني لم اطلع على النظام المتعلق برسوم الكتبوث التي جرت جبايتها على اساس ١ بالمائة من اصل مبلغ الكتبة منزل منه ٢ ونصف بالمائة ( اثنان ونصف في المائة ) يستقطعها المقديش لقاء اتعابه ( فيما عدا كتبوث لغاية ٧٥ ديناراً وكتبوث تلاميذ الحاخامين التي تعفى من الرسوم ) .

٢ - الايجارات - ٠٠٠ ٣٥٧٠ دينارا

يمثل هذا المبلغ ايجارات السنة الحالية ١٩٤٩ - ١٩٥٠ عن الاملاك العائدة للمجلس الجسماني بموجب سجل الاملاك وكما هي مبينة في السجلات .

٣ - مصروفات ادارة الطائفة

كانت معظم المصروفات المذكورة اعلاه معززة بوصولات عدا بعض المصروفات النثرية

٤ - مصروفات المجزرة

الرواتب - كنت قد ذكرت في تقريري المؤرخ في ١٠ آب ٩٤٩ عن حسابات السنة المنتهية في ٣١ آذار ١٩٤٩ عن المبالغ المستقطعة من رواتب بعض الموظفين واضافتها الى راتب رئيس المجزرة دون استحصال الوصولات اللازمة عن كيفية التصرف بهكذا مبالغ .

سارت الحسابات على هذه الطريقة لغاية شهر كانون الاول ٩٤٩ ولقد اطلعت على تفاصيل بكيفية التصرف بمبالغ الاستقطاعات للاشهر الاربعة المنتهية في ٣١ آذار ٩٥٠ ويؤسفني ان ابين بانها لم تكن وافية لاغراض التدقيق .

٥ - مصروفات متنوعة - ٣٢٦ ٤٨٥

لم تكن معظم هذه المصروفات معززة بوصولات . ولقد كان بضمنها اجور اضافية

Receipt No. 5864 dated 28-3-50 - Ketubot Sequence 437 - Fee 6.000 Dinars Receipt No. 5903 dated 30-3-50 - Ketubot Sequence 480 - Fee 6.000 Dinars Receipt No. 5904 dated 30-3-50 - Ketubot Sequence 481 - Fee 10.500 Dinars I have noticed a discrepancy between the dates of the lists and the dates of depositing their amounts at the bank, ranging between one and two weeks. I believe it is advisable to avoid this delay. I have not reviewed the regulations regarding Ketubot fees, which were collected on the basis of 1 percent of the original Ketubot amount, after deducting 2 and a half percent (two and a half percent) deducted by the Moqdish as his fees (except for Ketubot up to 75 Dinars and Ketubot of Rabbinical students which are exempt from fees). 2 - Rents - 3570.000 Dinars This amount represents the rents for the current year 1949 - 1950 for the properties belonging to the Lay Council according to the property register and as shown in the records. 3 - Community Administration Expenses Most of the above-mentioned expenses were supported by receipts except for some petty cash expenses. 4 - Slaughterhouse Expenses Salaries - I had mentioned in my report dated August 10, 1949, regarding the accounts of the year ending March 31, 1949, about the amounts deducted from the salaries of some employees and added to the salary of the head of the slaughterhouse without obtaining the necessary receipts for how such amounts were disposed of. The accounts proceeded in this manner until the month of December 1949, and I have reviewed the details of how the deduction amounts were disposed of for the four months ending March 31, 1950, and I regret to state that they were not sufficient for auditing purposes. 5 - Miscellaneous Expenses - 485.326 Most of these expenses were not supported by receipts. They included overtime pay.

السنة المالية ١٩٥١ - ١٩٥٢

١ - تقلصت رسوم الذبيحة ( الغابونة ) الى ٦٦٦ - ٧٩٨١ ديناراً .

٢ - تقلصت رسوم الزواج ( الكيتوبوث ) الى ٥٤٤ - ٥٣٤ ديناراً .

٣ - حيث قد اناطت وزارة الداخلية الجليلة مهمة تسفير الاشخاص المسقطة عنهم الجنسية العراقية المتبقين ، بهذه الرئاسة بالنظر لانحلال لجنة الاسقاط والتسفير وبالنظر لوجود (٢٥٠) شخصاً لم يسفروا بعد ، مع عجز اغلبهم عن دفع اجور الطائرة ، كما ان قسماً منهم من السجناء الذين انتهت محكومياتهم ، لذا فقد قامت هذه الرئاسة حسب تكليف وزارة الداخلية الجليلة بمهمة تسفيرهم وقد بلغت نفقات التسفير خلال هذه السنة المالية فقط ( ٢٩٠ - ٢٩٢٢ ديناراً ) .

٤ - لقد ازدادت الاعباء الملقاة على عاتق ادارة الطائفة ، بالنظر لانحلال اغلب المؤسسات الفرعية كالمجلس الروحاني ولجنة المدارس وجمعية حبرا قديشا ( التجهيز والتكفين ) واصبحت اعمال تلك المؤسسات تؤدى من قبل ادارة الطائفة .

٥ - حيث قد اناطت السلطات المختصة مهمة تزويد افراد الطائفة بشهادات مثبتة لاحوالهم الشخصية ، بهذه الرئاسة ، لغرض تزويدهم بهويات عدم اسقاط الجنسية العراقية او لاغراض اخرى فقد حرصنا على تزويدهم بها بالسرعة الممكنة مع تسهيل معاملتهم الامر الذي لمسه كل شخص راجع رئاسة الطائفة .

٦ - صرفت رئاسة الطائفة مبلغاً قدره ٦٢٥ - ٦٣٦٧ ديناراً الى جمعية عوزي دليم ( مساعدة الفقراء والمعوزين ) لصرفه على الفقراء والمعوزين واعاشتهم .

٧ - بالنظر لمطالبة دائني مستشفى مئير الياس ، ايفاء ديونهم ، فقد صرفت هذه الرئاسة الى المستشفى المذكور مبلغاً قدره ( ١٥٠٠ - ٣٣٢٠ ديناراً ) لغرض ايفاء جزء من تلك الديون ، وذلك علاوة على صرفها المخصصات السنوية البالغة ( ٠٠٠ - ٤٤٢٠ ديناراً ) .

٥ - حساب الاستثمار - من اصل ايجار خان الشورجة لسنة ١٩٥٠-٥١ كلفة ٨٠ سند من سندات القرض العراقي ٢ بالمائة لسنة ١٩٤٤ - ٠٠٠ ٧٥٢ ديناراً كما بينت في مكان آخر من هذا التقرير لقد كانت اسعار السوق الدارجة لهذه السندات بتاريخ ٣١ آذار ١٩٥٠ اقل بكثير من سعر الكلفة .

٦ - الحسابات المدينة ادرج ادناه لمعلومات المجلس الحسابات المدينة التي ما زالت موقوفة لغاية تاريخه والتي تستحق الاهتمام في اتخاذ ما يلزم لاستحصالها .
