Jaffa Street is the central axis of West Jerusalem: it connects the bus station to the market and the old city, and its tram construction works were then underway. A worker at the wheel of a construction vehicle ran over and crushed vehicles and pedestrians across several hundred metres before being shot dead.
The attack inaugurated a mode of operation — the use of an ordinary vehicle as a weapon, without explosives or firearms, by an isolated assailant with no established organisational affiliation — that would subsequently spread to numerous countries. It is all the more difficult to prevent in that nothing in the preparation leaves any trace exploitable by intelligence services.
