The American commission sent by Henry Morgenthau would investigate these episodes and conclude that they amounted to troop excesses rather than a state policy — a conclusion that Jewish organizations would contest as too lenient. The disagreement over words, in this kind of inquiry, determines what will be retained: "excesses" does not call for the same consequences as "pogrom."
