The last kingdom on the peninsula to count declared communities, Navarre had initially welcomed some of the exiles from Castile and Aragon. Pressed by its powerful neighbors and by France, the crown eventually published in its turn an edict that left only the alternative of baptism or departure.
The kingdom being landlocked and its borders closed, departure was in practice impossible: nearly all the families received baptism and remained in place. Navarre thus offers the extreme case of an expulsion that produced not an exile but an entire population of New Christians, whom the Inquisition would subsequently keep under surveillance.
