The seventeenth Council of Toledo, convened under King Egica, declared the Jews of Spain guilty of having conspired with powers from overseas and condemned them collectively to perpetual servitude. Their possessions were confiscated for the benefit of the royal treasury, and they were dispersed as slaves among Christian masters charged with forbidding them any religious practice.

The canon further prescribed that children be taken from their parents from the age of seven to be raised in Christianity and married to Christians. This was the culmination of a century of Visigothic legislation that had successively attempted forced baptism, exile, and confiscation; less than twenty years later, the arrival of Muslim armies put an end to the kingdom and its laws.
